From the perspective of the story, does that have anything to do with the increasing levels of psychic abilities we've seen from the Doctor over time, at this point having reached their apex with Ten?
Had Rose not been there, Melina would have been able to 'further her agenda', as you said.
My question wasn't so much as to the Rose being there/not being there, as it was if she hadn't done 'well' by Lyra's standards.
