I don't think the juggernaut had really gotten going yet in S1. Plus, Eccleston just seemed less into the peripheral stuff.

You're right - I don't think the first of the Nine novels came out until *after* S1. I imagine TPTB were as surprised as anyone by how successful things turned out to be.
